IDAHO STATE SOCCER ASSOCIATION BYLAWS
Chapter 1
Constitution
This body shall be known as the IDAHO STATE SOCCER ASSOCIATION INC., also known as ISSA.
102. PURPOSE
The purposes of the ISSA are:
The ISSA shall be established as an educational organization in accordance with the Laws of the State of
Idaho pertaining to non-profit organizations, and within the guidelines of the Internal Revenue Service
codes as designated non-profit educational organization..
The representative colors of the ISSA shall be red, white and black.
The headquarters of the ISSA shall be within the State of Idaho.
The ISSA is affiliated with the United States Soccer Federation (USSF).

Chapter 2
Organizational Rules
201. DEFINITIONS
There are the following definitions:

SECTION 1. GENERAL
Membership in the ISSA is open to all soccer organizations and all soccer players, coaches, trainers, managers,
administrators and officials without discrimination on the basis of race, color, religion, age, sex or national origin.
The leagues, teams and organizations or association are subject to the requirements of these bylaws.
SECTION 2. LEAGUES
1. All teams, clubs, leagues, and associations or organizations must register every soccer
player, coach, team, club, league, referee, officers, other members, etc.
2. All leagues are, to insure that all members are registered with ISSA. Failure to
enforce this rule may result in the league, team, and/or association or organization
declared not in good standing by the Board of Directors.
SECTION 3. TEAMS
Be registered with ISSA prior to any games played. All players will be registered on line and fees paid.

SECTION 4. ISSA AFFILIATE ORGANIZATIONAL MEMBERS
Directors. Must submit written application, six (6) copies of their by-laws, rules and
regulations.
(B) ISSA membership shall be available to any organization which meets the following
criteria:
SECTION 5. PROVISIONAL MEMBERS
Each individual player, coach, manager, referee, administrator and official shall be eligible to become an individual
member and shall be such upon being registered with the ISSA through the appropriate member league, team or organization in good
standing.
SECTION 1 All Leagues, clubs, teams and or associations shall collect and pay an annual fee - the amount to be
determined by the Board of Directors which shall take into consideration the USSF fees,
including any other affiliation fees and Moines to send representatives to meetings, ISSA administrative
costs and collection of Moines to fulfill the purpose of the ISSA including for the good of the game.
SECTION 2. All affiliate members shall collect and pay to the treasurer annual fees as described in Section 1.
SECTION 3. All individual members (players, coaches, managers, referees etc.) shall pay an annual fee-the
amount to be determined by the Board. The fees shall take into consideration the fees paid to
the Federation, and other affiliations needs; the responsibility of ISSA to send representatives to
Federation, affiliate and state meetings; ISSA administrative costs; funds needed to
fulfill the ISSA purpose; and needs for the good of the game.

The officers shall be President, Vice president, Second Vice President, Secretary, Treasurer, Life Members, and Registrar and at
the time of the AGM the League Representatives as outlined in Rule 215.
SECTION 1. All officers are appointed per rule 231.
SECTION 2. Will become effective after the conditions of Rule 231 Section 2 are met. All officers would
complete their appointed terms, at which time that position would come up for election at the AGM,
not before.
236 SECOND VICE PRESIDENT
1 The Second VP shall assist the President in the performance of his/her duties, shall exercise all the powers of the president in their absence should the Vice President be unable to perform that function and shall at that time at the Second Vice would act as the President. When the Second VP acts as the President, only one vote will be cast.
2 The Second VP will be the VP of competitions.
3 Will receive all membership privileges and pay no fee while holding office.

Chapter 3
Suspensions and Appeals
301. SUSPENSIONS
SECTION 1. Suspension of leagues, associations, clubs, teams, players, and officials shall be imposed only
for stated reasons, and for a defined period of time.
SECTION 2. No suspension shall be imposed without written charges being preferred against the offender
and a hearing held.
SECTION 3. A suspension imposed by the association or any affiliated association shall be recognized by
all affiliated organizations after proper notification.
SECTION 4. All cases of suspension will be forwarded to ISSA within ten (10) days.

SECTION 1. The ISSA shall entertain appeals from the decisions of leagues.
SECTION 2. The appeals committee has the power to call for the production, by the appellant and
appellee, of any documents and evidence the committee may require.
SECTION 3. An appeal must be made in writing and must be sent by mail to the office of the secretary
Within (10) ten days from the date of the official receipt of the decision by the party
seeking the appeal.
An appeal shall not be considered valid unless it further complies with the following:

further appeal process at the time the decision is rendered.

SECTION 1. No league, member association, non-member association, commission, official, club, team,
player, coach, administrator, or referee may invoke the aid of the Courts in the United
States without first exhausting all available remedies within the appropriate soccer
organization, including a final appeal to the Annual General Meeting of the National Council
of the USSF.
SECTION 2. For violation of this rule, the offending party shall be subject to the sanctions of suspension
and fines, and shall be liable to the Association for all expenses incurred by the Association
and it’s officers in defending each court action, including but not limited to the following:
SECTION 1. Any proposal to amend the articles of incorporation, the constitution or rules of the
association may be made by the Board of Directors or a properly constituted member
leagues that are in good standing; as a member of the Board of Directors during the
AGM and as outlined in Bylaw 230.
SECTION 2. Any proposal to amend the articles of Incorporation, the constitution, or the rules of the
Association presented by member leagues must be submitted to the ISSA Secretary with
six (6) copies sent and 120 days in advance of the annual general meeting or not later than
March 1st of each year if there are no scheduled annual meetings. The standing Officers as
outlined in Bylaw 230 can propose amendments at any meeting.
SECTION 3. The Secretary shall immediately transmit to the rules committee the proposed amendments
received. The rules committee will assure the submitting group is in compliance with Section 1
SECTION 4. A copy of the proposed amendments and the recommendations of the rules committee shall
be submitted in writing to each affiliate voting member at least 30 days before any annual
general meeting or specially called meeting in lieu of the annual meeting.
Any amendments to the articles of incorporation, constitution, or rules of the association shall require a two-
thirds vote of the delegates and or officers present for the vote.

Chapter 4
PLAYING AND ADMINISTRATIVE RULES
SECTION 1. The rules of the game as promulgated by the Federation International de Football
Association (FIFA) shall be the Associations guide.
SECTION 2. The FIFA rules can be altered to accommodate an amateur approach to the game; with
more substitutions allowed or to allow for variations for tournament play, with shorter
periods of play, but; should not be altered to adversely change the flow or philosophy of
the game.
SECTION 1. The USASA designated seasonal year begins Jan 1st and ends December 31st of the following year.
SECTION 2. Those leagues that have unusual start dates will be subject to a January 1 start date and a
December 31 end date of each year. All players affected by this will not have
undue hardships imposed to allow them access to the programs of the USSF, USASA or
Region IV.
403. INDOOR SOCCER
The association will regulate indoor games as directed by the USSF and USASA and keep in mind the goal is
to assist all adults playing soccer to become affiliated and registered.
SECTION 1. A team may have as many players as needed to maintain an adequate game time roster.
SECTION 2. No team shall be permitted to have more than (25) twenty five registered players on a game
roster except CO-ED and Veterans. Only the players listed on the game roster may play in
that particular game for the team. Teams must understand that some tournaments require a
team roster be submitted months or weeks prior to play and only one roster will be accepted
and those players listed are usually the only ones allowed to play.
SECTION 1. Players either register as an amateur or professional.
SECTION 2. The professional player must follow the Federations guidelines for registration.
SECTION 3. Players must register on line. It is the responsibility of the players to keep all
records current.
SECTION 4. Players under (18) must have a parent or guardian agree to the waiver on the registration web page.
SECTION 6. The players can be removed from an affiliated team should a player play on an organized
team in an organized league that is not affiliated with the Federation through the ISSA if
there is an organized affiliated league in the area. There will be no refund of fees for such
a violation.
SECTION 7. The Official pictured player roster remains the property of ISSA and is to be surrendered on
demand to an official of the ISSA or Board member. The Official pictured player roster must
be in possession of a representative of the team for which he/she plays during any sanctioned
competition . The Official pictured player roster must be presented to the referee prior to the
start of all games no exceptions. No official pictured player roster no play.

SECTION 1. Once an individual is registered with the ISSA that person can play on more than one team
and in more than one league. The individual must be in good standing with the ISSA with
their annual fees paid, a completed adult player registration on file for each team The player
pays a state registration fee to be determined by the board to cover the cost of filing with the
Federation, USASA and ISSA.
SECTION 2. The player must also be in good standing within the league or leagues in which they play, with
All fees paid and registrations complete in each league for which they play .
SECTION 3. The player must also be in good standing with the team or teams in which they play all fees
paid and notification to the team that they are multiple team players.
SECTION 4. Players cannot play on multiple teams within a league or division of that league. For
example if Player “A” is on team 1 in the first Division; they cannot be on team 5 in that
same division of that same league. But, player “A” can be on team 1 in the first division and
on team 3 in a CO-ED league and on team 6 in the over 30 league and on team 1 in an indoor
league semi-competitive Division.
SECTION 5. The player fee is good for the seasonal year. Each player must pay a team fee for each
and every team for which they play, prior to their actual playing. Seasonal year is from
January 1 of each year to December 31 of each year.
SECTION 6. The player can be removed from a team should a player play on an organized team in an
Organized league that is not affiliated with the Federation through the ISSA if there is an
Organized affiliated league in the area.
All other members of leagues and organizations must register with ISSA as outlined in the Bylaws. Other
members such as coaches, officers, referees, officials, ect. Can register the same as the players on line through
their member leagues or organizations may register each member through a “ list of members” as submitted to
ISSA annually.

SECTION 1. Misconduct against referees may occur before, during and after the match, including travel
to and from the match. Misconduct may occur also at times when directly related to duties
of a game official as a referee.
SECTION 2. WHO IS A REFEREE? All currently registered USSF referee, linemen, 4th official or others
duly appointed to assist the officiating in a match; any non-licensed, non-registered person
serving in and emergency capacity as a referee; and any club linesman.
SECTION 3. WHAT IS AN ASSAULT? Referee assault is an intentional act of physical violence upon a
referee, includes but is not limited to the following acts committed upon a referee; hitting,
kicking, punching, choking, spitting at or on, grabbing or bodily running into a referee; the
act of kicking or throwing any object at a referee that could inflict injury, damaging the
referee’s uniform or personal property, i.e. car, equipment, et.
SECTION 4. WHAT ARE THE PENALTIES FOR AN ASSAULT ON A REFEREE? The player, coach,
manager or official committing the referee assault is automatically suspended for at least one
(1) year from the time of the assault, unless serious injuries are inflicted, then the minimum
suspension period will be at least (5) five years. The State Association cannot shorten the
minimum periods of suspension but can provide for longer periods of suspension.
SECTION 5. WHAT IS AN ABUSE? Referee abuse is a verbal statement or physical act which implies of
threatens physical harm to a referee or the referee’s property or equipment. Abuse includes,
but is not limited to, the following acts committed upon a referee; using foul or abusive
language toward a referee; spewing any beverage on a referee’s personal property, or
verbally threatening a referee. Such verbal threats are remarks that carry the implied or
direct threat of physical harm, i.e. “ I’ll get you after the game”, or “ you won’t get out of
here in on piece”.
SECTION 6. WHAT ARE THE PENALTIES FOR ABUSE? The minimum suspension period for referee
abuse shall be at least three (3) scheduled matches. Of course the State Association can
provide for longer periods when circumstances warrant.

SECTION 1. Individuals that bring the game into disrepute and cause other problems for players,
teams, leagues, or the Association can be sanctioned.

SECTION 4. Types of problems that can be sanctioned include but are not limited to the following:
fighting, intimidation, bench clearing, failure to pay dues or fines, excessive forfeiture of
games (excessive is three (3) or more games in a season) , failure to comply with previous
sanctions, failure to comply with league and Association rules, Federation policy, etc.
SECTION 5. Sanctions can include but are not limited to the following: suspension from playing in a
determined game or number of games, forfeiture of game or number of games, fines
ranging from the amount of the registration to one hundred times the registration fees,
setting and collecting bonds from individuals, players, teams, leagues and affiliates,
exclusion from participating in the Association for a determined number of games, days,
months, years or for life, etc.

SECTION 1. It is the intention that the Idaho State Soccer Association to comply with the USSF bylaws as addressed in bylaw Number 213. As required to maintain the status of ISSA as a state association with the Federation.
SECTION 2. The ISSA includes the following Federation mandated bylaw additions which take precedence over and supersede any prevision entered herein to the contrary:
7. The State Association shall have a Board of Directors (or Similar body), selected
through an open and democratic election process as per ISSA Bylaw 231.
8. Actions and policies adopted by the Board of Directors (or similar body), Executive
Committee or Officers of the State Association shall be reported to its membership, or
their authorized representatives, at least once each year as per ISSA Bylaw 231; notice
and agenda of the meeting shall be given to the ISSA membership at least 15 days in
advance of the meeting.
9. The State Association shall provide to the Secretary General of the Federation an
annual report on the activities of the Association and most current financial
statements within 90 days after the start of the Federation’s seasonal year.
10. The State Association will (A) Provide annually to the Federation copies of the State
Association’s constitution, bylaws, and other governing documents, (B) submit
changes to those documents to the Federation for approval not later then 90 days
after adoption, and (C) make copies of those documents available to its members.
