Chapter 1

 

Constitution

 

  1.      CONSTITUTION

            

  1. NAME

                    This body shall be known as the IDAHO STATE SOCCER ASSOCIATION INC., also known as ISSA.

                  

102.  PURPOSE

         The purposes of the ISSA are:

  1. to promote soccer in the state of Idaho;
  2. to promote good will and foster physical fitness through the game of soccer;
  3. to provide for the education on the rules and the skills of the game of soccer and;
  4. to resolve questions and controversies not adjustable under the ISSA rules.

 

  1. ORGANIZATION

                           The ISSA shall be established as an educational organization in accordance with the Laws of the State of

                           Idaho pertaining to non-profit organizations, and within the guidelines of the Internal Revenue Service

                           codes as designated non-profit educational organization..

 

  1. COLORS

          The representative colors of the ISSA shall be red, white and black.

 

  1. HEADQUARTERS

          The headquarters of the ISSA shall be within the State of Idaho.

 

  1. AFFILIATION

         The ISSA is affiliated with the United States Soccer Federation (USSF).

Chapter 2

 

 

                  Organizational Rules

 

  1.        ORGANIZATIONAL RULES

 

201.  DEFINITIONS

         There are the following definitions:

 

  1. COMMITTEE - Means any committee authorized by the ISSA, including the Board of Directors and

         standing committees.

  1. CONSTITUTION - Means the constitution of ISSA.
  2. LEAGUE - Means an organizational group comprising of more than four teams.
  3. USSF - Means United States Soccer Federation of which ISSA is a Charter member.
  4. USASA - Means United States Adult Soccer Association.
  5. INDIVIDUAL MEMBER - Means all players, coaches, managers, referees, administrators and officials who belong to the ISSA through a member team and/or league; life members and appointed or elected officers.
  6. LIFE MEMBER - Means any individual to whom life membership on the Board of Directors has been awarded by virtue of outstanding work or services rendered to the ISSA.
  7. BOARD OF DIRECTORS - Means the regulatory board of directors described in Rule 230 OFFICERS.
  8. REGION 1V – Is one of the administration regions of the USASA.
  9. FIFA RULES OF THE GAME - Means the rules by which the game of soccer is played, notwithstanding the modifications made for variations of the game and its application with regards to Amateur play.
  10. TEAM - Means any group of players, coaches and managers created for the purpose of playing soccer.
  11. ORGANIZATIONAL RULES - Means the rules that guide the administration of the ISSA.
  12. ASSOCIATION - Means the ISSA.
  13. CO-ED – Means a team consisting of female and male players.
  14. REFEREES – Means game officials that are independent contractors as outlined by USSF policy.

  1.   MEMBERSHIP

 

                       SECTION 1.  GENERAL

 

                                          Membership in the ISSA is open to all soccer organizations and all soccer players, coaches, trainers, managers,

                                          administrators and officials without discrimination on the basis of race, color, religion, age, sex or national origin.

                                          The leagues, teams and organizations or association are subject to the requirements of these bylaws.

 

                                     

                       SECTION 2.  LEAGUES

 

  1. Leagues can apply for membership in the ISSA which meet the following criteria:

 

  1. New leagues shall submit a letter of their application with three (3) copies of By-Laws and Rules to the Board of Directors who shall process the application.
  2. The By-Laws, rules and regulations of each organization shall be reviewed by the rules committee which shall have the authority to require such changes and revisions as it deems necessary to said rules of applicant to comply with the ISSA organizational rules;  including an agreement that no future changes to said rules will be enacted without the prior approval of the Board of Directors.
  3. Leagues affiliated with the ISSA shall register all teams and players, before any games are played in a season.  The registration is online.
  4. Leagues agree to online registration where ISSA per player fee is collected automatically.  ISSA has a per league fee that is determined by the Board of Directors. per Rule 213 section 1.
  5. Dissolution of league or association for whatever reason, in case of such an event the Board of Directors shall administer the affairs.  The assets shall be turned over to the ISSA and held in trust for the succeeding League or Association. 
  6. No organization will be granted membership if they are involved in bargaining, negotiations for its members rights or for wages nor will politically active organizations as outlined in USSF policies.

 

  1. Member’s duties are to remain in good standing.

 

                                                 1.    All teams, clubs, leagues, and associations or organizations must register every soccer

                                                         player, coach, team, club, league, referee, officers, other members, etc.

                                                 2.    All leagues are, to insure that all members are registered with ISSA.  Failure to

      enforce this rule may result in the league, team, and/or association or organization

      declared not in good standing by the Board of Directors.

 

                       SECTION 3.   TEAMS

 

  1. Teams shall submit their application to the Board of Directors who shall process the application.
  2. Teams agree to collect dues on behalf of ISSA in the form of a per player fee and that all players will

Be registered with ISSA prior to any games played.  All players will be registered on line and fees paid.

                       SECTION 4.   ISSA AFFILIATE ORGANIZATIONAL MEMBERS

 

  1. Each organization desiring to become a member must be approved by the Board of

            Directors.  Must submit written application, six (6) copies of their by-laws, rules and

            regulations.

(B)      ISSA membership shall be available to any organization which meets the following

            criteria:

  1. Is a soccer organization or support organization of soccer.
  2. Agrees to collect dues on behalf of ISSA in the form of an annual per member fee, a per local affiliate fee, and per organization fee; as determined by the Board of Directors.
  3. Agrees to comply with the ISSA Constitution and Rules and Policies.
  4. Each organization shall retain its own autonomy, but will adhere to the by-laws and Rules of the ISSA.
  1. ISSA affiliate members will provide documentation of the number  of registered  members and will supply the Secretary or Registrar with a list of members at the beginning of each year.
  2. No organization will be granted membership if they are involved in bargaining, negotiations for its members rights or for wages nor will politically active organizations as outlined in USSF policies.

 

                       SECTION 5.   PROVISIONAL MEMBERS

                                         

  1. The Board of Directors can grant provisional membership to teams for an undetermined amount of time.
  2. Leagues and organizations or associations can be granted provisional membership for three (3) periods of time; as deemed by the Board; not to exceed a total of five (5) years for each period.
  3. Provisional members must fulfill all requirements and duties except the submission of by-laws and organizational rules.  The organizational rules of ISSA apply.
  4. Provisional members at the Board of Directors discretion can be subject to special provisions i.e. paying a bond, fulfilling a waiting period, etc.
  5. Provisional members have no vote.

 

 

 

  1. INDIVIDUAL MEMBERS

 

         Each individual player, coach, manager, referee, administrator and official shall be eligible to become an individual

         member and shall be such upon being registered with the ISSA through the appropriate member league, team or organization in good

         standing.

 

 

 

  1. DUES AND FEES

 

                       SECTION 1  All Leagues, clubs, teams and or associations shall collect and pay an annual fee - the amount to be

                                             determined by the Board of Directors which shall take into consideration the USSF fees,

                                             including any other affiliation fees and Moines to send representatives to meetings, ISSA administrative

                                             costs and collection of Moines to fulfill the purpose of the ISSA including for the good of the game.

 

                       SECTION 2.  All affiliate members shall collect and pay to the treasurer annual fees as described in Section 1.

 

                       SECTION 3.  All individual members (players, coaches, managers, referees etc.) shall pay an annual fee-the

                                              amount to be determined by the Board.  The fees shall take into consideration the fees paid to

                                              the Federation, and other affiliations needs; the responsibility of ISSA to send representatives to

                                              Federation, affiliate and state meetings; ISSA administrative costs; funds needed to

                                              fulfill the ISSA purpose; and needs for the good of the game.

  1. MEMBERSHIP AND VOTING RIGHTS

 

  1. All teams, leagues and affiliates are entitled to representation on the Board of Directors and that shall be through only full member leagues in good standing.

 

  1. Voting:

 

  1. Board members and life members are voting members and have one vote.
  2. Representatives from leagues are voting members at the AGM only.
  1. The league representative votes are based along team numbers, those leagues with 4-99 teams get one vote and leagues with 100 teams or more are entitled to two votes.
  2. League representatives shall be officers of the league either: President, Vice President, Secretary, or Treasurer.
  3. A league representative becomes a member of the board for the Annual General Meeting (AGM) and is entitled to one vote on issues on the agenda.  They are allowed to bring up issues of concern not on the agenda.  These issues are to be sorted through and acted on by the Board of Directors throughout the course of the day to day running of the Association not at the AGM.
  4. The leagues that have over 99 teams must appoint and send 2 members of their board as the legal representatives.
  5. Each member must be present to vote.  No proxy votes will be accepted.
  6. All appointed league representatives will have a letter of appointment on file with the Board at least (10) days prior to the AGM.

 

 

  1. PRIVILEGES AND DUTIES OF MEMBERSHIP

 

                       SECTION  1.     LEAGUES AND TEAMS

 

  1. Leagues and teams shall have the duty and the privilege to organize and conduct cups, competitions, and training programs through the appropriate affiliate association.
  2. Leagues and teams shall have the privilege to designate on stationary and other ways that it is a member of ISSA.
  3. Shall be on the ISSA mailing list.
  4. Leagues must document that its membership is open to any individual who is an amateur athlete, coach, or official active in soccer.
  5. Are entitled to applicable Federation benefits through the ISSA.
  6. Must comply with Section 213 of these Bylaws.

 

                       SECTION  2.     AFFILIATED MEMBERS

 

  1. Affiliated members shall be on the ISSA mailing list.
  2. Have the privilege to designate on Stationary and in other ways that it is a member of ISSA.
  3. Are entitled to whatever benefits that are applicable from the Federation through the ISSA.
  4. Must comply with Section 213 of these Bylaws.

 

 

  1. ANNUAL GENERAL MEETING

 

  1. It is recommended that there be an Annual General Meeting; after the ISSA reaches 8 member leagues.  When there are more than 10 (ten) full member leagues, there must be Annual General Meetings.  Provisional members are not considered full member leagues until they meet all requirements and attain member league status..
  2. Notice of the Annual General Meeting should be made available to the membership prior to the meeting.

  1. OFFICERS

 

                       The officers shall be President, Vice president, Second Vice President, Secretary, Treasurer, Life Members, and Registrar and at

                       the time of the AGM the League Representatives as outlined in Rule 215.

 

 

  1. ELECTION OF OFFICERS

 

  1. All officers shall be elected at the Annual General Meetings except the league representatives.
  2. While the ISSA is in its building years, until the formation of eleven  (11) leagues, the officers shall be appointed by the President.  In the case there is no President the remaining officers will appoint a President, who will appoint all remaining empty positions on the board.  It is understood that during the building years not all positions may be filled.

 

 

  1. ELIGIBILITY FOR OFFICE

 

  1. The officers shall be citizens of the United States and residents of the State of Idaho.
  2. No officer shall serve as a salaried official employed by the ISSA.                            
  3. Officers shall be at least 20 years old.

 

 

  1. TERM OF OFFICE

                       SECTION  1.     All officers are appointed per rule 231.

 

                       SECTION  2.     Will become effective after the conditions of Rule 231 Section 2 are met.  All officers would

                                                  complete their appointed terms, at which time that position would come up for election at the AGM,

                                                  not before.

 

  1. President, 4 years, elected on even years.
  2. Vice President, 2 years, elected on even years.
  3. Second Vice President.  2 years, elected on odd years.
  4. Secretary, 2 years, elected on odd years.
  5. Treasurer, 4, years, elected on odd years.
  6. Registrar, 2 years, appointed by the President.

 

 

  1. PRESIDENT

 

  1. Preside at all meetings, and have one vote;
  2. Oversee the operation and management of the ISSA;
  3. Appoint the Registrar and all committees and until the formation of eleven leagues appoint the other officers;
  4. Serve as an ex official member of all committees;
  5. Render the Presidents annual report (not necessary until the eleventh league is added);
  6. Will receive all membership privileges and pay no fees while holding office.

 

 

  1. VICE PRESIDENT

 

  1. The Vice President shall assist the President in the performance of his/her duties, shall exercise all the powers of the President in their absence and shall have the right to vote.  When the Vice President acts as the President, only one vote will be cast.
  2. Will receive all membership privileges and pay no fee while holding office.

 

 

 

236   SECOND VICE PRESIDENT

 

 

                        1       The Second VP shall assist the President in the performance of  his/her  duties, shall exercise all the powers of the president in                                their absence should the Vice President be unable to perform that function and shall at that time at the Second Vice                                             would act as the President.  When  the Second VP acts as the President, only one vote will be cast.

                        2       The Second VP will be the VP of competitions.

                        3       Will receive all membership privileges and pay no fee while holding office.

237   SECRETARY

 

  1. Shall have the right to one vote;
  2. Attend all board meetings;
  3. Maintain a roll of all individuals at the meetings;
  4. Record the minutes of the proceedings;
  5. Maintain all the records and correspondence;
  6. Ensure notices of meetings are fully given;
  7. Will receive all membership privileges and pay no fees while holding office.

 

238   TREASURER 

 

  1. Manage and keep a full record of accounts payable and receivable for the ISSA;
  2. Manage the disbursements for items that are contained in the operating budget;
  3. Provide a financial report at every meeting;
  4. Being responsible for the care and custody of the association’s funds, including managing deposits and investing such funds in the name of the association with the approval of the board;
  5. Managing and coordinating of the preparation of the information needed for financial statements;
  6. Shall be bonded upon the request of the board;
  7. Serving as an ex officio member of the budget committee;
  8. Will receive all membership privileges and pay no fees while holding office.

 

239   REGISTRAR

 

  1. Shall be appointed by the President and have one vote;
  2. Shall maintain a record of all registered players, teams, leagues, coaches, etc. And submit a report of such to the federation annually and /or as required or requested;
  3. Establish registration procedures for the Association;
  4. Assist all league registrars with their understanding and training;
  5. Keep all league registrars informed as to the amount of fees to be collected;
  6. Serve as the Chairperson of the membership committee;
  7. Maintain a current list of league registrars with mailing address and phone numbers;
  8. Will receive all membership privileges and pay no fees while holding office.

 

 

240   LIFE MEMBERS

 

  1. Life members shall be appointed by the Board for outstanding service or contribution to the Association.
  2. Receives all membership privileges and pays no fees for life.
  3. Becomes a member of the Board for life and has one vote.
  4. Shall receive a plaque of recognition and a special players pass signifying the status of life member.

Chapter 3

 

Suspensions and Appeals

301.  SUSPENSIONS

 

                       SECTION  1.     Suspension of leagues, associations, clubs, teams, players, and officials shall be imposed only

                                                  for stated reasons, and for a defined period of time.

 

                       SECTION  2.     No suspension shall be imposed without written charges being preferred against the offender

                                                  and a hearing held.

 

                       SECTION  3.     A suspension imposed by the association or any affiliated association shall be recognized by

                                                  all affiliated organizations after proper notification.

 

                       SECTION  4.     All cases of suspension will be forwarded to ISSA within ten (10) days.

 

 

  1. REMOVAL FROM OFFICE

 

                       SECTION  1.     An elected officer may be removed from office for reasonable cause providing:

  1. Written charges are preferred;
  2. That there is a hearing by the Board members provided to allow accused to reply in writing, orally  or both;
  3. At an annual general meeting or special meeting upon a vote of  ¾ %  of the Board of Directors.

 

                       SECTION  2.     Officers and members appointed by the President can be replaced anytime.

 

 

  1. APPEALS

 

                       SECTION  1.     The ISSA shall entertain appeals from the decisions of leagues.

 

                       SECTION  2.     The appeals committee has the power to call for the production, by the appellant and

                                                  appellee, of any documents and evidence the committee may require.

 

                       SECTION  3.     An appeal must be made in writing and must be sent by mail to the office of the secretary

                                                 Within (10) ten days from the date of the official receipt of the decision by the party

                                                 seeking the appeal.

An appeal shall not be considered valid unless it further complies with the following:

  1. Not less than (6) copies of the complete appeal shall be sent.
  2. Not less than (6) copies of the bylaws, rules, policies, applications and any other pertinent directives of the organization against whose decision the appeal is taken shall accompany the appeal.
  1. The fee of $200.00 shall accompany the appeal and be in the form of cash, money order, or cashier’s check.
  2. A copy of the appeal will be sent to the league whose decision you are appealing and a signed statement showing the date, when and address to which the appeal was sent will accompany the appeal to the ISSA.
  3. The applicable appeal fee is non-refundable and shall be retained by the ISSA. 
  4. The league has (10) ten days from the date a copy of the appeal was received to submit to the ISSA six (6) copies of all material the appellee considers reverent to the appeal.  The chairperson of the appeals committee at their discretion will also require notice of the appeal to particular parties who may be affected by the appeal and may allow those parties to submit six (6) copies of any materials this party considers relevant to the appeal, within a time specified by the chairperson.
  1. A decision rendered by an affiliated league or other organization from which an appeal is taken is not suspended pending the final hearing of the appeals committee unless the committee so orders.  The decision of an affiliated league or their organization may be reversed or changed, and the penalty may be increased to comply with the rules of this Association or the Federation.  The committee shall also determine who shall bear all expenses incurred in connection with the appeal other than the applicable appeal fee.
  2. In the absence of an appeals committee the President will serve as the committee and may appoint others to assist in rendering judgment.

 

                       SECTION  4.     The appeals committee will notify the party submitting an appeal that was sustained the

                                                  further appeal process at the time the decision is rendered.

  1. LITIGATION PROHIBITION UNTIL ALL AVENUES HAVE BEEN EXHAUSTED

 

                        SECTION 1.     No league, member association, non-member association, commission, official, club, team,

                                                  player, coach, administrator, or referee may invoke the aid of the Courts in the United

                                                  States without first exhausting all available remedies within the appropriate soccer

                                                  organization, including a final appeal to the Annual General Meeting of the National Council

                                                  of the USSF.

 

                        SECTION 2.     For violation of this rule, the offending party shall be subject to the sanctions of suspension

                                                  and fines, and shall be liable to the Association for all expenses incurred by the Association

                                                  and it’s officers in defending each court action, including but not limited to the following:

  1. Court costs;
  2. Attorney fees;
  3. Reasonable compensation for time spent by association officials and employees in responding to and defending against allegations in the action, including responses to discovery and court appearances;
  4. Travel expenses;
  5. Expenses for holding special meetings necessitated by the court action.

 

 

  1. WHO MAY PROPOSE AMENDMENTS

 

                       SECTION  1.     Any proposal to amend the articles of incorporation, the constitution or rules of the

                                                  association may be made by the Board of Directors or a properly constituted member

                                                      leagues that are in good standing; as a member of the Board of Directors during the

                                                      AGM and as outlined in Bylaw 230.

                   

                      SECTION  2.     Any proposal to amend the articles of Incorporation, the constitution, or the rules of the

                                                 Association presented by member leagues must be submitted to the ISSA Secretary with

                                                 six (6) copies sent and 120 days in advance of the annual general meeting or not later than

                                                 March 1st of each year if there are no scheduled annual meetings.   The standing Officers as

                                                 outlined in Bylaw 230 can propose amendments at any meeting.

 

                       SECTION  3.    The Secretary shall immediately transmit to the rules committee the proposed amendments

                                                  received.  The rules committee will assure the submitting group is in compliance with Section 1

 

                       SECTION  4.     A copy of the proposed amendments and the recommendations of the rules committee shall

                                                  be submitted in writing to each affiliate voting member at least 30 days before any annual

                                                  general meeting or specially called meeting in lieu of the annual meeting.

 

 

  1. TWO-THIRDS VOTE REQUIRED

 

                       Any amendments to the articles of incorporation, constitution, or rules of the association shall require a two-

                       thirds vote of the delegates and or officers present for the vote.

Chapter 4

 

PLAYING AND ADMINISTRATIVE RULES

 

  1. FIFA RULES GOVERN

 

                       SECTION  1.     The rules of the game as promulgated by the Federation International de Football

                                                  Association (FIFA) shall be the Associations guide.

 

                       SECTION  2.     The FIFA rules can be altered to accommodate an amateur approach to the game;  with

                                                  more substitutions allowed or to allow for variations for tournament play, with shorter

                                                  periods of play, but; should not be altered to adversely change the flow or philosophy of

                                                  the game.

 

  1.  SEASONAL YEAR

 

                       SECTION  1.     The USASA designated seasonal year begins Jan 1st and ends December 31st of the following year.

 

                       SECTION  2.     Those leagues that have unusual start dates will be subject to a January 1 start date and a

                                                  December 31 end date of each year.  All players affected by this will not have

                                                  undue hardships imposed to allow them access to the programs of the USSF, USASA or

                                                      Region IV.

 

403.  INDOOR SOCCER

 

                        The association will regulate indoor games as directed by the USSF and USASA and keep in mind the goal is

                        to assist all adults playing soccer to become affiliated and registered.

 

 

  1.  NUMBERS OF PLAYERS ON A TEAM

 

                       SECTION  1.     A team may have as many  players as needed to maintain an adequate game time roster.

 

                       SECTION  2.     No team shall be permitted to have more than (25) twenty five registered players on a game

                                                   roster except CO-ED and Veterans.  Only the players listed on the game roster may play in

                                                   that particular  game for the team.  Teams must understand that some tournaments require a

                                                   team roster be submitted  months or weeks prior to play and only one roster will be accepted

                                                   and those players listed are usually the only ones allowed to play. 

 

  1.  REGISTRATION

 

                       SECTION  1.     Players either register as an amateur or professional.

 

                       SECTION  2.     The professional player must follow the Federations guidelines for registration.

 

                       SECTION  3.     Players must register on line.  It is the responsibility of the players to keep all

                                                  records current.

 

                       SECTION  4.     Players under (18) must have a parent or guardian agree to the waiver on the registration web page.

     

 

                       SECTION  6.     The players can be removed from an affiliated team should a player play on an organized

                                                  team in an organized league that is not affiliated with the Federation through the ISSA if

                                                  there is an organized affiliated league in the area.  There will be no refund of fees for such

                                                  a violation.

 

                        SECTION  7.     The Official pictured player roster remains the property of ISSA and is to be surrendered on

                                                   demand to an official of the ISSA or Board member.  The Official pictured player roster must

                                                   be in possession of a representative of the team for which he/she plays during any sanctioned

                                                   competition .  The Official pictured player roster must be presented to the referee prior to the

                                                   start of all games no exceptions. No official pictured player roster no play.

  1. MULTIPLE REGISTRATION

 

                       SECTION  1.     Once an individual is registered with the ISSA that person can play on more than one team

                                                  and in more than one league.  The individual must be in good standing with the ISSA with

                                                  their annual fees paid, a completed adult player registration on file for each team  The player

                                                  pays a state registration fee to be determined by the board to cover the cost of filing with the

                                                  Federation, USASA and ISSA.

 

                       SECTION  2.     The player must also be in good standing within the league or leagues in which they play, with

                                                  All fees paid and registrations complete in each league for which they play .

 

                       SECTION  3.     The player must also be in good standing with the team or teams in which they play all fees

                                                  paid and notification to the team that they are multiple team players.

 

                       SECTION  4.     Players cannot play on multiple teams within a league or division of that league.  For

                                                  example if Player “A” is on team 1 in the first Division; they cannot be on team 5 in that

                                                  same division of that same league.  But,  player “A” can be on team 1 in the first division and

                                                      on team 3 in a CO-ED league and on team 6 in the over 30 league and on team 1 in an indoor

                                                  league semi-competitive Division.

 

                       SECTION  5.     The player fee is good for the seasonal year.  Each player must pay a team fee for each

                                                  and every team for which they play,  prior to their actual playing. Seasonal year is from

                                                  January 1 of each year to December 31 of each year.

 

                       SECTION  6.     The player can be removed from a team should a player play on an organized team in an

                                                  Organized league that is not affiliated with the Federation through the ISSA if there is an

                                                  Organized affiliated league in the area.

 

 

 

 

  1. OTHER REGISTRATIONS

        All other members of leagues and organizations must register with ISSA as outlined in the Bylaws.  Other

        members such as coaches, officers, referees, officials, ect. Can register the same as the players on line through

        their member leagues or organizations may register each member through a “ list of members” as submitted to

  1. MISCONDUCT TOWARD GAME OFFICIALS

 

                       SECTION  1.      Misconduct against referees may occur before, during and after the match, including travel

                                                   to and from the match.  Misconduct may occur also at times when directly related to duties

                                                   of a game official as a referee.

 

                       SECTION  2.     WHO IS A REFEREE?  All currently registered USSF referee, linemen, 4th official or others

                                                  duly appointed to assist the officiating in a match; any non-licensed, non-registered person

                                                  serving in and emergency capacity as a referee; and any club linesman.

 

                       SECTION  3.     WHAT IS AN ASSAULT?  Referee assault is an intentional act of physical violence upon a

                                                  referee, includes but is not limited to the following acts committed upon a referee; hitting,

                                                  kicking, punching, choking, spitting at or on, grabbing or bodily running into a referee; the

                                                  act of kicking or throwing any object at a referee that could inflict injury, damaging the

                                                  referee’s uniform or personal property, i.e. car, equipment, et.

 

                       SECTION  4.     WHAT ARE THE PENALTIES FOR AN ASSAULT ON A REFEREE?  The player, coach,

                                                   manager or official committing the referee assault is automatically suspended for at least one

                                                  (1) year from the time of  the assault, unless serious injuries are inflicted, then the minimum

                                                  suspension period will be at least (5) five years.  The State Association cannot shorten the

                                                  minimum periods of suspension but can provide for longer periods of suspension.

 

                       SECTION  5.     WHAT IS AN ABUSE?  Referee abuse is a verbal statement or physical act which implies of

                                                  threatens physical harm to a referee or the referee’s property or equipment.  Abuse includes,

                                                  but is not limited to, the following acts committed upon a referee; using foul or abusive

                                                  language toward a referee; spewing any beverage on a referee’s personal property, or

                                                  verbally threatening a referee.  Such verbal threats are remarks that carry the implied or

                                                  direct threat of physical harm, i.e. “ I’ll get you after the game”, or  “ you won’t get out of

                                                  here in on piece”.

 

                       SECTION  6.      WHAT ARE THE PENALTIES FOR ABUSE?  The minimum suspension period for referee

                                                   abuse shall be at least three (3) scheduled matches.  Of course the State Association can

                                                   provide for longer periods when circumstances warrant.    

 

 

 

  1.          MISCONDUCT TOWARD PLAYERS, ADMINISTRATORS, OFFICIALS, LEAGUES, ETC.—The intent

                  is to insure that the game of soccer is enjoyed by all that choose to participate in a civilized and gentlemanly

                  manner and that the principles of fair play and good sportsmanship prevail. 

 

                         SECTION  1.     Individuals that bring the game into disrepute and cause other problems for players,

                                                     teams, leagues, or the Association can be sanctioned.

 

                          SECTION  2.    Teams that bring the game into disrepute and cause other problems for teams,

                                                     leagues or the Association can be sanctioned.

 

                          SECTION  3.     Leagues and affiliate associations that bring the game into disrepute and cause other

                                                      problems for the Association can be sanctioned.

 

                          SECTION  4.    Types of problems that can be sanctioned include but are not limited to the following:

                                                     fighting, intimidation, bench clearing, failure to pay dues or fines, excessive forfeiture of

                                                     games (excessive is three (3) or more games in a season) , failure to comply with previous

                                                     sanctions, failure to comply with league and Association rules, Federation policy, etc.

 

                          SECTION  5.     Sanctions can include but are not limited to the following:  suspension from playing in a

                                                      determined game or  number of games, forfeiture of game or number of games, fines

                                                      ranging from the amount of the registration to one hundred times the registration fees,

                                                      setting and collecting bonds from individuals, players, teams,  leagues and affiliates,

                                                      exclusion from participating in the Association for a determined  number of games, days, 

                                                      months, years or for life, etc.

  1. COMPLIANCE WITH FEDERATION BYLAWS

 

SECTION 1.     It is the intention that the Idaho State Soccer Association to comply with the USSF bylaws as addressed in bylaw Number 213. As required to maintain the status of ISSA as a state association with the Federation.

 

SECTION 2.     The ISSA includes the following Federation mandated bylaw additions which take precedence over and supersede any prevision entered herein to the contrary:

    

  1. The membership of the ISSA and all its members shall be open to any soccer player coach, trainer, manager, administrator and officials not subject to suspension under section 4 of USSF Bylaw 241, and to any amateur soccer organization in its territory.
  2. The State Association will not discriminate against any individual on the basis of race, color, age, sex, religion or national origin.
  3. The Federation articles of incorporation, bylaws, policies and requirements take precedence over and supersede the governing documents and decisions of the State Association and its members to the extent applicable under state law, and the State Association and its members will abide by those articles, bylaws, policies and requirements.
  4. The State Association will not join any organization that has requirements that conflict with Federation’s articles, bylaws, policies and requirements.
  5. The State Association shall register all of its players, coaches, teams, referees and administrators with the Federation at least once a year and timely pay all dues and fees of the Federation.        
  6. The State Association and its members will abide by the Federation’s articles, bylaws, policies, and requirements on interplay.

7.      The State Association shall have a Board of Directors (or Similar body), selected

         through an open and democratic election process as per ISSA Bylaw 231.

8.      Actions and policies adopted by the Board of Directors (or similar body), Executive

         Committee or Officers of the State Association shall be reported to its membership, or

         their authorized representatives, at least once each year as per ISSA Bylaw 231; notice

         and agenda of the meeting shall be given to the ISSA membership at least 15 days in

         advance of the meeting.

9.      The State Association shall provide to the Secretary General of the Federation an

         annual report on the activities of the Association and most current financial

         statements within 90 days after the start of the Federation’s seasonal year.

                                                       10.    The State Association will (A) Provide annually to the Federation copies of the State

                                          Association’s constitution, bylaws, and other governing documents, (B) submit

                                          changes to those documents to the Federation for approval not later then 90 days

                                          after adoption, and (C) make copies of those documents available to its members.

  1. The State Association will provide equitable and prompt hearing and appeal procedures to guarantee the rights of individuals to participate and compete.  Those procedures shall include that all grievances involving the right to participate and compete in activities sponsored by the Federation and the State Association and its members may be appealed to the Federation’s Appeals Committee that shall have jurisdiction to approve, modify or reverse a decision.
  2. The State Association shall maintain its tax exempt status under the Internal Revenue Code.
  3. The State Association shall adopt policies prohibiting sexual and physical abuse that meet certain minimum criteria established by Federation (subject to any contrary requirements contained in state or local law applicable to State Associations).
  4. The State Association will allow the Federation to review the documents and procedures of the State Association, on request of the Federation no less than once every 4 years, to determine compliance with the Federation’s Bylaws.
